Does the Act allow random inspections?

For effective enforcement, the Act grants authorities the power to conduct inspections. These inspections are not random in the sense of being arbitrary, but they are allowed with reasonable belief (B) that a violation has occurred or is occurring. This ensures accountability and prevents illicit activities. Stating 'No, never' (A) would make the Act unenforceable. Inspections are not limited to 'Only in cities' (C) or 'Only by police' (D); the Act's scope is broader, and other authorized officials can also conduct them.
